James J. Lauria, Ed. D.

Dr. James J. Lauria, Ed.D., is a seasoned professional with a distinguished career spanning law enforcement, military service, and academia. A retired Lieutenant Colonel in the U.S. Air Force, he served in key leadership roles during Vietnam, Desert Shield, and Desert Storm, earning numerous commendations. Dr. Lauria has also held roles as Chief of Police in Oakdale, PA, and Public Safety Director at Pittsburgh Technical College, where he helped develop a leading Criminal Justice program. With advanced degrees in education and regional planning, he is a consultant and educator focused on leadership, safety, and organizational effectiveness.

Dr. Lauria has over 1,800 hours of specialized training in areas like emergency operations, law enforcement, and incident command. He has served as an adjunct professor at institutions including Robert Morris and Duquesne Universities. Known for his commitment to community safety, he continues to mentor organizations in leadership and cultural effectiveness.

Edward W. Bogats, Jr., Phd

Edward W. Bogats, Jr. PhD, is a seasoned Law Enforcement and Security
Executive with a distinguished career of over 44 years in patrol, investigations,
narcotics work at the state and federal levels and in police /security
administration in the public sector and within higher education. He has a proven
track record of ensuring public safety by creating proactive strategies in
combating criminal activity while maintaining compliance with policy, law and
working with diverse interests in the communities he has served. Dr. Bogats has
significant experience in developing Use of Force management programs, de-
escalation training programs, responses to critical incidents, anti-terrorism
awareness. As a current Director of Safety and Security he manages public

safety and oversees public safety operations for the faculty, staff,
administrators and student population at CCAC. Additionally, he serves as an
adjunct professor at multiple higher education institutions delivering specialized
courses in criminal justice and security operations at the management level. Dr.
Bogats’ extensive training and certifications include Firearms Instructor through
the NRA and PSP, Master Instructor trainer in Defensive Tactics, Less Lethal
systems, Crowd Control, Crowd Management. He is also the law enforcement
liaison for CCAC with the Region 13 response unit, PaCiC program, Western PA
Fusion Center and the law enforcement intelligence officer with the regional
terrorism awareness unit in Pittsburgh, PA. His contributions to the field are
marked by his ability to professionalize public safety departments, enhance
emergency response plans, and foster collaborative relationships with local law
enforcement and state and federal Homeland Security units.
