James J. Lauria, Ed. D.

Dr. James J. Lauria, Ed.D., is a seasoned professional with a distinguished career spanning law enforcement, military service, and academia. A retired Lieutenant Colonel in the U.S. Air Force, he served in key leadership roles during Vietnam, Desert Shield, and Desert Storm, earning numerous commendations. Dr. Lauria has also held roles as Chief of Police in Oakdale, PA, and Public Safety Director at Pittsburgh Technical College, where he helped develop a leading Criminal Justice program. With advanced degrees in education and regional planning, he is a consultant and educator focused on leadership, safety, and organizational effectiveness.

Dr. Lauria has over 1,800 hours of specialized training in areas like emergency operations, law enforcement, and incident command. He has served as an adjunct professor at institutions including Robert Morris and Duquesne Universities. Known for his commitment to community safety, he continues to mentor organizations in leadership and cultural effectiveness.

Edward W. Bogats, Jr., Phd

Edward W. Bogats, Jr., PhD, is a seasoned Law Enforcement and Security Executive with a distinguished career in police administration, training, and workforce development. He has a proven track record of ensuring public safety and compliance with policy and law across diverse communities and organizations. Dr. Bogats has significant experience in developing Use of Force Management, Critical Incident Response, and Anti-Terrorism programs. As the Director of Safety and Security at the Community College of Allegheny County, he manages a $3M annual budget and oversees public safety operations for a 6,000-person student population. Additionally, he serves as an Adjunct Professor at multiple institutions, delivering specialized courses in security and criminal justice. Dr. Bogats’ extensive training and certifications include Firearms Instructor, Defensive Tactics Master Instructor, and Law Enforcement Intelligence Liaison Officer. His contributions to the field are marked by his ability to professionalize public safety departments, enhance emergency response plans, and foster collaborative relationships with local law enforcement and Homeland Security.
